# Contract Pilots vs. Full-Time Crew: Which Is Better for Your Flight Department?

A trip is added to the schedule. One of your pilots gives notice. A second aircraft is arriving next quarter. Or a medical leave suddenly removes a key crew member from the roster.

At that point, every flight department faces the same question: should you hire full-time crew or bring in contract pilots?

The answer is not simply about which option has the lower day rate or salary. It is a question of utilization, operational risk, compliance, continuity, and how quickly your staffing model can adapt when demand changes.

For many aircraft operators, the strongest answer is not contract versus full-time. It is a carefully managed combination of both.

## The case for contract pilots and contract flight crew

Contract pilots are particularly valuable when demand is variable. They allow a flight department to add qualified crew for a specific trip, a defined period, or a temporary staffing gap without committing to a permanent increase in headcount.

Common use cases include:

- Seasonal peaks and holiday travel
- Last-minute coverage for illness, vacation, or attrition
- One-off trips outside your normal geographic network
- Additional crew for busy periods or overlapping trips
- A new aircraft type that has not yet reached steady utilization
- Backfilling a vacancy while recruiting for a full-time position
- Evaluating a pilot’s fit before making a permanent offer

Contract staffing can also help an operator validate a new aircraft or route strategy before making a larger investment. If a department is considering adding a Challenger, Falcon, Gulfstream, Citation, or Embraer aircraft, contract crew can provide immediate type-specific capability while leadership evaluates the long-term schedule.

Contract day rates may appear higher than the daily cost of a salaried employee. But a contract pilot does not create the same ongoing carry cost between trips. The department is not paying a salary, benefits, recurrent training, or paid non-flying time when the aircraft is sitting idle.

That flexibility is the main value of contract crew. You can scale staffing up when the schedule demands it and scale down when it does not.

## The case for full-time crew

Full-time crew generally make more sense when aircraft utilization is high, consistent, and predictable.

A permanent crew member brings continuity that is difficult to replicate through trip-by-trip staffing. They learn the department’s standard operating procedures, understand the preferences of owners and passengers, and build familiarity with the aircraft beyond what can be captured in a briefing.

Full-time crew can also strengthen:

- Aircraft-specific knowledge and currency
- SOP consistency
- Internal communication
- Owner and passenger relationships
- Department culture
- Long-term retention of operational knowledge

For a flight department with a steady schedule and enough annual flying to support dedicated crew, these benefits may outweigh the flexibility of contract staffing.

The tradeoff is that full-time crew create fixed costs. Salary, benefits, payroll taxes, insurance, paid time off, type ratings, recurrent training, and other employment expenses continue whether the aircraft flies heavily or remains on the ground for several weeks.

That is not an argument against full-time hiring. It is a reminder that the economics change when utilization drops.

## The utilization question

The crossover between contract and full-time crew is utilization-driven. There is no universal number that applies to every aircraft or operation, but annual flight hours provide a useful starting point.

A full-time captain may carry a fully loaded annual cost of $200,000 to $300,000 or more, depending on aircraft type, market, experience, benefits, training, and employment structure. A two-pilot crew can represent substantially more.

Contract pilots, by comparison, are typically paid by the day or trip. The right comparison is not salary versus day rate. It is:

**Total annual cost of a full-time crew compared with the number and cost of contract days you realistically expect to use.**

When evaluating that comparison, include costs that are often left out of the first spreadsheet:

- Type ratings, which can cost $30,000 or more depending on aircraft and training provider
- Initial and recurrent simulator training
- Health, retirement, and other benefits
- Employer payroll taxes
- Insurance costs
- Paid vacation, sick leave, and other non-flying time
- Recruiting and onboarding
- Deadhead travel and lodging
- Administrative time spent managing employment

A department flying only a few hundred hours annually may not need a full-time crew structure for every aircraft. A high-utilization charter operation with a predictable schedule may quickly outgrow a mostly contract model.

The point is to model expected utilization over the next 12 months, not just the busiest month you have ever experienced.

## Contract does not mean less qualified

One of the most important distinctions in corporate aviation staffing is that “contract” describes the working arrangement, not the standard of qualification.

For Part 135 operations, contract pilots must still meet the applicable operational and training requirements. Depending on the operation and certificate holder, that may include:

- Appropriate certificates and ratings
- Aircraft-specific type ratings where required
- Approved initial and recurrent training
- Check rides and qualification records
- Current medical certificates
- Flight, duty, and rest compliance
- Drug and alcohol program participation
- Placement on the operator’s roster or other required documentation
- Compliance with the certificate holder’s manuals and procedures

A pilot cannot simply arrive with a type rating and begin carrying charter passengers. The certificate holder with operational control must ensure that the pilot is properly engaged, trained, checked, documented, and authorized under its program.

The [FAA’s safe air charter guidance](https://www.faa.gov/about/initiatives/safecharteroperations/pilots-owners-and-operators) explains that pilots conducting air transportation must operate under the requirements applicable to the specific operation, including Part 135 where relevant. Operators should also review the current [14 CFR Part 135 requirements](https://www.ecfr.gov/current/title-14/chapter-I/subchapter-G/part-135) and consult their aviation counsel or principal operations inspector when questions arise.

Insurance is another area that requires advance review. Underwriters may distinguish between named and non-named pilots, open pilot warranties, minimum total time, time-in-type, PIC experience, and approval requirements. A contractor who appears qualified from an FAA perspective may still require specific insurer approval.

Before using contract crew, confirm the policy language with your insurance broker or underwriter. Do not assume that a contractor is automatically covered.

## When contract crew are clearly the right call

Contract pilots and other contract flight crew are often the practical choice when:

1. **You need last-minute coverage.**  
   A medical issue, resignation, or scheduling conflict should not force you to cancel a trip.
2. **Demand is seasonal or spiky.**  
   Holiday travel, major events, and peak charter periods can create short bursts of demand that do not justify permanent headcount.
3. **You are flying outside your normal network.**  
   A vetted contract pilot near the departure point may be more efficient than repositioning your regular crew.
4. **A new aircraft has entered the fleet.**  
   Contract crew can provide immediate type-specific support while you assess long-term utilization.
5. **You are recruiting for a permanent role.**  
   A contract pilot can keep the aircraft operating while you complete a careful full-time search.

The key is to build the network before the emergency. Finding qualified crew under pressure is harder, more expensive, and more likely to produce compromises.

## When full-time crew are clearly the right call

Full-time crew are usually the better foundation when:

- The aircraft has high and steady utilization
- The schedule is predictable enough to support permanent staffing
- The operation depends heavily on consistent SOP execution
- Owner or passenger relationships require continuity
- The department needs deep aircraft-specific knowledge
- Training and qualification costs can be spread across substantial annual use
- The operation has enough fleet activity to keep crew meaningfully engaged

Full-time employees are also valuable when the department’s long-term success depends on institutional knowledge. They are more likely to participate in process improvement, mentoring, safety initiatives, and broader flight department responsibilities.

Contract pilots and full-time crew solve different staffing problems. Full-time crew provide continuity, consistency, and long-term ownership of the operation. Contract crew provide flexibility, speed, and a way to absorb demand without carrying permanent costs between trips.

For most flight departments, the strongest approach is a combination: maintain a capable full-time core, then build a verified contract bench before the schedule requires it.

That is the difference between scrambling for coverage and having a staffing plan that can adapt.
